Founding partner Andrew Capp brings nearly 15 years of labor relations consulting experience, leading hundreds of campaigns across diverse industries. For 11 of those years, he worked under the direct guidance of a management consultant and labor attorney who trusted him to lead campaigns on the firm’s behalf.

His background in healthcare, clinical software, and executive operations connects campaign decisions with the demands of running a business.

Co-founder and partner Jill Spencer brings a long career in finance, university-level teaching, human resources, and management, plus nearly five years of labor relations experience across more than 30 campaigns. She oversees the people, resources, and daily coordination that keep engagements moving.

Our founders bring nearly 20 years of combined labor relations experience. Together with our established consultant network, Bayshore brings over 100 years.

That network includes former union organizers and officials, former Department of Labor officials, nurses, military veterans, federal agents, attorneys, law enforcement professionals, accountants, and human resources professionals. Varied professional and cultural backgrounds, including multilingual capabilities, help us match the team to your industry and workforce.
